This is a Request for Quote (RFQ) for engineering services to evaluate dust collection systems at two Federal Prison Industries (UNICOR) locations: FCC Coleman, FL, and FCI Ashland, KY. The contractor will need to advise and create a Statement of Work (SOW) for a replacement system. The period of performance will be 60 days from the award date, with a maximum not-to-exceed total cost of $25,000. 00. This requirement is a total small business set aside. NAICS code is **** with a size standard of $25. 5 million annually. Offerors must provide pricing for each line item. The offer acceptance period is 180 calendar days. Questions regarding requirements must be submitted in writing by March 25, 2026, at 2:00 PM EST. A site visit is mandatory for all vendors wishing to submit an offer, with scheduled visits on March 30, 2026 (Ashland) and April 1, 2026 (Coleman). The closing date for submission of offers is April 15, 2026, at 2:00 PM EST. The SOW includes evaluating current systems, recommending new specifications, creating a SOW for a new system, and providing technical evaluation for received proposals. Offerors are not required to submit for both locations but must provide an offer for all line items for the location of interest. Vendors must provide descriptive literature and drawings. A site visit is required, with specific dates provided for Ashland and Coleman. Contractors will be escorted by UNICOR staff and will not be provided with government equipment. No ethernet, wifi, internet, or update provisions will be allowed for diagnostics. A list of all tools must be submitted for prior approval. The contractor shall be licensed and approved for business in Florida and Kentucky and must provide proof of insurance. Payment will be made by UNICOR. Invoices must reference the purchase order number. Offerors must submit a new ACH form for any payment information changes. All financial information must be updated in sam. gov. The contract may be modified to add other factories or materials at a later date.

A site visit is required by any vendor wishing to submit an offer. The site visit for FPI Ashland will be conducted on Monday, March 30, 2026. The site visit for Coleman will be conducted Wednesday, April 1, 2026.
The deadline for submission of questions and NCIC background form is Wednesday, March 25, 2026, at 2:00 p. m. est. No questions will be answered after this date and time.
The maximum not-to-exceed total cost for the life of contract is twenty-five thousand dollars ($25,****).
