This is a sources sought notice for a Giant Voice (GV) system upgrade and replacement at Joint Base McGuire, Dix, Ranges, and Lakehurst, NJ. The project involves engineering, designing, furnishing, installing, and testing a turnkey GV system with 29 poles/towers. The new system must be interoperable with the ATHOC alert system and provide emergency messages, intelligible voice, tones, and prerecorded alerts. Key requirements include utilizing existing RF infrastructure, installing new PC-based central controller stations with alert graphics display and communication software, providing adequate voice coverage, and ensuring compatibility with the ATHOC alert system. The contractor will be responsible for project management, systems engineering, installation, configuration management, and a one-year warranty. Security clearances and base access procedures are detailed. The period of performance is not to exceed 180 days after contract award.
The period of performance shall not exceed 180 days after the date of contract. All work, including installation, training, testing, and acceptance, must be completed within this timeframe.
The contractor shall provide a one-year warranty for the products, covering defective materials and workmanship. This includes break-fix support for hardware, software, speakers, wiring, and any other system components that do not operate as intended, including field trips, telephone support, and shipping costs.
The project manager, site POC, and alternates shall be able to read, write, speak, and understand English, and have experience in the design, implementation, configuration, construction, and/or installation of giant voice systems and components.
