Tow Tractor Government Bids & RFPs

The government desires delivery within 30 days after receipt of order, and offerors shall propose their best delivery schedule.

This solicitation is issued as a 100% small business set aside.

The event will begin at the Naval Base Coronado Visitor Control Center (VCC) located in San Diego, CA, where government representatives will meet participants outside the base at Gate 1 on 4th Ave, Building 680, starting at **** PST on May 14, 2026. Participants will be bused from the VCC to the FRCSW meeting location and tour site. The information requested for this sources sought notice is requested to be provided no later than 1:00 PM Eastern Daylight Time on May 29, 2026.

This is a request for information only and your response is not an offer. This request for information does not commit the government to pay any costs incurred in preparation of any submission to this market survey, or to contract for services.

Interested parties shall furnish the following minimum information: a name of company, cage code, uei, and point of contact; b telephone number, fax number, address, and email address if available; c affirm the company is financially capable of meeting the requirement; d brief summary of company history relative to similar requirements; e names of vessels and a complete description flag, transit speed, range, length, breadth, draft, certification and classification, minimum maneuverability speed, station keeping, etc. ; f vessel characteristics specification sheet with picture relative to above vessel requirements; g uscg dco or coi as applicable; h availability; i estimated price for first hour includes transit to and from location; j estimated hourly price after first hour; k small business standing i. e. , small or large business.

The request for information must be provided no later than 1:00 PM Eastern Daylight Time on May 29, 2026.

The bid document does not explicitly state a specific delivery deadline for the tractors or services. However, it mentions that prices shall be quoted f. o. b. destination, delivered inside the dock or inside the office, and that tailgate delivery will not be accepted unless specified. For the purpose of determining the lowest qualified responsible bidder, it shall be the lowest three bidders' responsibility, within five days of being so notified by the Contract Compliance Administration Department, to present information and documentation to the Director of Contract Compliance Administration to satisfy the town that the bidder possesses sufficient capital resources, skill, judgment, and experience to perform the work or deliver the material, as per bid specifications.

The bid notice states that failure to meet the delivery schedule as per the accepted bid may result in legal action by the Town of Amherst to recover damages. It also mentions that the town may terminate the agreement if gratuities were offered or given to secure favorable treatment, or if the successful bidder engaged in any other illegal or improper scheme.
