Tow Tractor Government Bids & RFPs

The unit cost shall include delivery to the Town of Amherst Highway Department, located at **** North Forest Road, Williamsville, NY ****.

The town's policy is to pay all claims in a timely manner within the specified time. If payment is delayed, the town will take the discount when payment is made. The town will not pay any interest charges, nor refund discount amounts taken after the discount period.

A copy of the warranty shall be included with the bid submission.

Award to the lowest responsible bidder. For the purpose of determining which bidder is the lowest qualified responsible bidder, it shall be the lowest three bidders' responsibility, within five days of being so notified by the Contract Compliance Administration Department, to present information and documentation to the Director of Contract Compliance Administration, to satisfy the town that the bidder possesses sufficient capital resources, skill, judgment and experience to perform the work or deliver the material, as per bid specifications.

Failure to meet delivery schedule as per accepted bid may result in legal action by the Town of Amherst to recover damages.

Questions received within 5 days of the bid opening will not be responded to.

Any change in wording or interlineation by a bidder of the inquiry as published by the Town of Amherst shall be reason to reject the proposal of such bidder, or in the event that such change in the invitation to bid is not discovered prior to entering into a contract, to void any contract entered into pursuant to such bid.

The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions.

Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected.

The contract term is from October 1, 2026, through September 30, 2027, with an option to renew for two additional one-year terms.

All invoices will be paid in accordance with the Local Government Prompt Payment Act ****.

Award of this bid shall be to the overall lowest, responsive, responsible bidder, meeting or exceeding the above specifications. Another consideration for award may be any information obtained from contacting references.

Bidders must be qualified by experience and solvency, with proven reliability and the ability to supply all items/services within a reasonable time frame acceptable to Charlotte County. Bidder may be required to supply information in writing to verify requirements.

Failure to comply with the conditions set forth in the purchase order shall be deemed a breach of contract subjecting the bidder to forfeiture of the bid bond or other posted security and other possible penalties.

Prior to submitting a bid form, each bidder shall examine the site and all conditions thereon.

If the lowest bidder is deemed non-responsible, they shall receive written notice and have five (5) business days from the date of this notice to dispute the determination and provide additional information.

Bidder may be disqualified from furnishing goods or services if they violate the State of Florida Code of Ethics for Public Officers and Employees. Also, if a contractor is found to have submitted a false certification or is on certain scrutinized companies lists, the agreement may be terminated.

Delivery terms are 60 days after receipt of order (ARO).

The evaluation factor used for this solicitation is lowest priced technically acceptable. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is deemed as the lowest priced technically acceptable.

Offerors are required to submit with their quote enough information for the government to evaluate the requirements detailed in this solicitation. Required contractor information includes SAM UEI, TIN number, CAGE code, contractor name, point of contact name and phone number, email address, price, warranty, date offer expires, FOB destination, delivery lead time, and item specifications.

Quotes without item specifications will not be considered.

The government would like to acquire all tow tractors within thirty-six (36) months after the award has been made. The first article unit is to be delivered **** days after receipt of order.
