The City of Salisbury is seeking Letters of Interest (LOI) from qualified firms for Construction Engineering and Inspection (CEI) services for the reconstruction and streetscape improvements of six blocks of Main Street. Services include construction inspection, contract administration, project documentation, quality assurance/control, stakeholder coordination, materials testing, and verification of work against contract documents. Firms must be prequalified by the NC Department of Transportation (NCDOT) in specific discipline codes. Subconsultants are permitted. The contract duration is two years with extensions. Submittals are due electronically by September 2, 2026, at 2:00 PM. Questions are due by August 17, 2026.

Selection will consider firm qualifications and experience, key team member qualifications and experience, project understanding, methodology, approach, and availability/capacity of key team members. Priority consideration will be given to qualified firms with proposed Small Professional Service Firm (SPSF) participation if firms are equal on evaluation. all prequalified firms who submit responsive letters of interest will be considered. in selecting a firmteam, the selection committee will take into consideration qualificationinformation including such factors as: 1. 20 qualifications and relevant experience of firm 2. 30 qualifications and relevant experience of key team members 3. 30 project understanding, methodology and approach 4. 20 availability and capacity of key team membersafter reviewing qualifications, if firms are equal on the evaluation review, then those qualified firmswith proposed spsf participation will be given priority consideration.
Firms must be prequalified by the NCDOT for discipline codes 195 (Roadway Construction Engineering and Inspection), 233 (Structures Construction Engineering and Inspection), and 289 (Signal Systems Inspection). LOIs that do not meet all stated requirements will be disqualified, with no exceptions.
