This solicitation is for locksmith services and supplies, including repair, installation, maintenance, replacement, rekeying, and emergency services on an as-needed basis. Bidders must comply with all applicable laws and regulations. The county reserves the right to reject any or all bids. Bids must be submitted in English and in US dollars. Late bids will not be accepted. The county is exempt from sales tax.
Delivery must be made as ordered and in accordance with the terms of the contract. Unless otherwise specified, delivery shall be made within thirty calendar days after receipt of a purchase order by the contractor.
Prompt payment discounts will not be considered in determining the low bid, but may be considered in resolving tied bids. Any notation indicating that the price is net, e. g. , net 30 days, shall be understood to mean only that no prompt payment discount is offered.
The contract includes product warranties. Repaired, replaced or substituted products shall be subject to all terms and conditions for new products set forth in the contract, including product warranties.
The commissioner reserves the right to accept or reject any and all bids, or separable portions of offers, and waive technicalities, irregularities, and omissions if the commissioner determines the best interests of the county will be served.
The commissioner reserves the right to investigate or inspect at any time whether or not the product, qualifications or facilities offered by the bidder meet the requirements set forth in the bid documents. Contractor must be prepared, if requested by the commissioner, to present evidence of experience, ability and financial standing.
Where a site inspection is required by the bid specifications or project definition, bidder shall be required to inspect the site, including environmental or other conditions or existing deficiencies in the installed product, equipment or environment.
The commissioner reserves the right to request from the bidder/contractor representative samples of the product offered at any time prior to or after award of a contract. Samples shall be furnished within the time specified in the request.
Bidder may be disqualified from receiving awards if bidder, or anyone in bidder's employment, has previously failed to perform satisfactorily in connection with public bidding or contracts.
