This tender seeks
preventive maintenance services for two Fulton dual fuel water heaters at the US Consulate General in Hermosillo, Mexico. The contract is firm fixed price for a base period of 12 months, with four one-year options to renew. The contractor is responsible for labor, tools, equipment, and materials. Insurance, security, and employee compliance with laws and regulations are required. Payment will be made in local currency via EFT within 30 days of invoice approval. Additional documents required include a list of personnel with biographic data, police clearance, and a certificate of insurance within 30 days of contract award. A checklist of maintenance tasks must be submitted for approval before work commencement. Repairs are not included in this contract and must be submitted for approval on a separate purchase order. The contractor must comply with all applicable laws, codes, ordinances, and regulations. The government reserves the right to deny access to any individual and will run background checks on all proposed contractor employees. The contractor must provide a typewritten report to the COR within five business days of each maintenance visit. The government has the user manual and OM manual. The contractor must provide trained technicians, tools, and testing equipment for scheduled maintenance, safety inspection, and safety testing. The contractor is responsible for proper disposal of hazardous substances. Copies of all software and licenses needed to control or adjust the communications module shall be given to the post upon completion of the work. The contractor will not be issued any keys. The keys will be checked out by a cleared American escort on the day of service requirements. This is not applicable for non-CAA spaces. The contractor shall inform the COR of any actual or potential labor dispute that is delaying or threatening to delay the timely performance of this contract. The contractor shall maintain satisfactory standards of employee competency, conduct, cleanliness, appearance, and integrity. The government will withhold a full 2 percent of each payment unless the contractor claims an exemption. The contractor must provide a typewritten report to the post facilities manager containing system information, make, model, all device types, pass/fail of each feature and type of component tested, comments on system or device condition, and a full printout of the test from the system printer. The following items shall be delivered under this contract: description, quantity, delivery date, and deliver to names, biographic data, police clearance on contractor personnel. The COR will review each summary invoice and approve invoices for payment. The contractor must comply with all FAR clauses, including those related to small business concerns, equal opportunity, and service contract labor standards. The contractor must include the substance of the provisions of paragraphs a through f of this clause in every subcontract that exceeds 10,000 unless exempted by the rules, regulations, or orders of the secretary of labor issued pursuant to section 3 of executive order **** of January 30, ****, so that such provisions will be binding upon each subcontractor.
