The contractor must include the substance of the provisions of paragraphs a through f of this clause in every subcontract that exceeds 10,000 unless exempted by the rules, regulations, or orders of the secretary of labor issued pursuant to section 3 of executive order **** of January 30, ****, so that such provisions will be binding upon each subcontractor.
