Surplus dealers, small business dealers and distributors having existing stock of surplus or newly manufactured material are invited to respond to this synopsis. Award will be made only if the offeror, the product service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause ****.

The subject item requires government source approval prior to contract award, as the item is flight critical and/or the technical data available has not been determined adequate to support acquisition via full and open competition. Concerns must have the expertise and required capabilities to provide the items. All parts must have clear traceability to the OEM, Rockwell Collins, Inc. (CAGE Code ****). Parts must be approved according to FAA guidelines. Newly manufactured commercial items require a Certificate of Conformance (CoC) and traceability to the OEM.

Failure to provide clear traceability to the OEM may result in non-acceptance of delivery and denial of invoicing for payment.
