This is a pre-solicitation notice for the manufacture and delivery of the USAF AirSave Survival Vest and accessories. The Defense Logistics Agency (DLA) Troop Support is issuing this notice. The forthcoming Request for Proposal (RFP) will be an unrestricted procurement under NAICS code 315210. The award will result in a long-term, firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract with a four-year period. The contract will include tiered pricing across four 12-month ordering periods. Specific items required include the survival vest, mounting panels, expansion panels, general pocket assemblies, radio pocket assembly, and helmet attachments. Quantities provided are estimates. The acquisition will utilize best value trade-off source selection procedures, with non-cost/price factors including Product Demonstration Models (PDM) and Past Performance being more important than cost or price. The acquisition will be FOB destination, inspection and acceptance at the source. DFARS **** applies. All material shall be contractor-furnished. The production lead time for the initial order involves First Article Test (FAT) submission within 90 days of award, a 30-day government FAT review, and initial delivery within 150 days after FAT approval. A maximum monthly ordering quantity is established for ordering flexibility. A small business subcontracting plan is required from all non-small business concerns. Delivery destinations will be DLA Troop Support's third-party logistics (3PL) depots in Peckham, Lansing, Michigan; Austin, Texas; and Pendergrass, Georgia. A formal RFP is anticipated to be issued via the DLA Internet Bid Board System (DIBBS) within 30 days following the closure of this notice.
The production lead time for the initial order will be calculated based on the following sequential milestones, starting from the date of contract award: First Article Test (FAT) submission: the contractor shall submit the first article within 90 days after contract award. Government FAT review: the government will have 30 days to review, test, and approve or disapprove the first article. Initial delivery: the contractor shall deliver the first production order within 150 days after receipt of FAT approval.
This acquisition will utilize best value trade off source selection procedures in accordance with the DOD source selection procedures. The trade off will allow the government to make an integrated assessment of technical merit over price to ensure the successful awardee understands the technical requirements to manufacture the AirSave vest and accessories. The solicitations non cost price factors, in descending order of importance, are as follows: Factor 1: Product Demonstration Models (PDM) visual requirements, dimensional requirements. Factor 2: Past Performance (performance confidence assessment, recency, relevancy, past quality of products, past delivery performance). All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
