Contra Costa County is seeking proposals for Adobe Acrobat Pro Enterprise licenses and related services. The goal is to establish a cost-effective, scalable, and centrally managed licensing solution for document management, digital workflow, and electronic signatures. Proposals are due July 31, 2026. The contract term is 3 years with two 1-year optional renewals. The evaluation criteria include company qualification and experience (5%), financial stability (5%), compliance (5%), product availability and on-time delivery (5%), client references (5%), and cost (75%).
The expected delivery date shall not be later than September 24, 2026.
Payment terms are net 30 days or best offer, after receipt of correct invoice. All bidders must accept the payment terms of Contra Costa County.
Proposals will be evaluated based on company qualification and experience with similar projects (5%), financial stability (5%), compliance (5%), product availability and on time delivery (5%), client references (5%), and cost (75%).
Proposers must be authorized Adobe resellers or partners with 3-5 years of experience providing Adobe enterprise licensing solutions to large public sector organizations.
There is no prebid conference for this RFP.
Protests must be submitted in writing within five (5) business days after the aggrieved person or company knows or should have known of the facts giving rise thereto.
Failure to adhere to the policy of not contacting county personnel for meetings, conferences or technical discussions related to this RFP may result in disqualification. False, misleading, incomplete, or deceptively unresponsive statements in connection with a proposal shall be sufficient cause for rejection of the proposal.
