Bidders shall submit evidence of qualifications meeting the requirements of general contract provisions **** by the prime contractor of mdot prequalification at the time of bidding will be considered an acceptable form of evidence.

If the selected contractor fails to provide the required materials andor execute the contract within fifteen 15 calendar days after being furnished with the necessary contract and bond forms, the proposal guaranty will be forfeited to the sponsor in accordance with section **** of the general provisions.

Each bidder is individually responsible for the careful examination of the site of the proposed work.

Any questions regarding this bid must be submitted in writing to the purchasing department via email no later than 3:00 p. m. one 1 week prior to bid opening.

A bidder shall be considered disqualified for submitting more than one proposal from the same partnership, firm, or corporation under the same or different name; evidence of collusion among bidders; or if the bidder is considered to be in default for any reason specified in paragraph ****, issuance of proposal forms, of this section.

The bid notice states that any offer that contains any modifications to any aspect or part of this solicitation will be deemed unacceptable.

The project is to be completed no later than 60 days from the notice to proceed, but sooner is desired. The statement of work also indicates that deliverables such as the roof design and safety data sheets have specific due dates relative to the notice to proceed or start of work.

The contractor will invoice once all work is completed and accepted and shall submit the invoice through the invoice processing platform (IPP) website. The invoice must include specific details such as contractor name and address, invoice date and number, and purchase order number.

A minimum five-year workmanship warranty and a minimum twenty-year warranty on paint and materials are required as part of the included pricing. The contractor shall provide, at a minimum, a five-year written workmanship/labor warranty, including coverage for damage resulting from water penetration. Additionally, a twenty-year manufacturer's material and labor, no-cost, watertight warranty is required.

This is a combined synopsis solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. The solicitation is issued as a request for quotation (RFQ). The award will be made to the responsible offeror whose quotation, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The contractor shall provide roof designer qualifications and experience, and roof contractor/installer qualifications and experience as part of the submittals. The acquisition is set aside for small business concerns with a size standard of $19. 0 million.

The statement of work mentions that in the event the contractor fails to commence and diligently pursue any construction warranty work required, the contracting officer will have the work performed by others and charge the remaining construction warranty funds for expenses incurred. It also states that if sufficient funds are not available, the contracting officer has the right to recoup expenses from the bonding company.
