Bid submittal return deadline is Monday, September 14, 2026, at 10:00 am ET.

Payment will be based on actual quantities authorized and satisfactorily completed. The contract type is a requirements contract. The agency will retain one contractor to fulfill service requests on a purchase order basis.

The total evaluated bid shall be used to establish the ranking of responsive and responsible bidders. The agency intends to award pursuant to a low bid basis and may establish a contractor pool. In addition to price, the agency shall consider responsiveness and responsibility.

Bidders must have a minimum of three years of documented experience in commercial tree services, demonstrate adequate personnel, equipment, and financial capacity, and employ or retain an ISA certified arborist (preferred). They must also possess required Pennsylvania pesticide licenses if chemical applications are proposed and provide documentation of safety training.

Failure to meet emergency response times may result in reassignment of work or removal from the contractor pool. Unauthorized assignments may result in contract cancellation or partial/total forfeiture of payments.

Failure to comply with IFB requirements, including submitting incomplete bids or offering alternate services, may result in disqualification. Failure to obtain documents from the eprocurement marketplace will result in rejection. Failure to provide requested documentation within the required time period may result in the bidder being determined non-responsible.

Proposals are due on July 27, 2026.

Approved invoices shall be processed in accordance with Tuskegee University standard payment procedures.

The contractor shall offer a workmanship warranty term of a minimum of 2 years and a planting warranty term of a minimum of 2 years.

Proposals will be evaluated using a combination of technical, operational, qualifications-based, safety, emergency response, sustainability, and pricing criteria.

Proposers must be qualified, licensed, insured, and experienced arborist firms. Key personnel should have ISA certifications and TRAQ qualifications.

A mandatory pre-bid site visit will be scheduled by Tuskegee University. Attendance by at least one authorized representative of each proposer is required.

Contact between proposers and Tuskegee University personnel other than the designated procurement contact during the proposal evaluation period may result in disqualification.

The work is to be completed within 35 working days to substantial completion.

All bidders shall be licensed under the provisions of chapter 9, division 3, of the business and professions code of the state of California to do the type of work contemplated in the project and shall be skilled and regularly engaged in the general class or type of work called for under the contract. Bidders are advised that if they intend to use a craft or classification not shown on the general wage determination, they may be required to pay the wage rate of that craft or classification most clearly related to it as shown in the general determinations. Contractor shall have the responsibility to comply with applicable provisions of section **** of the labor code for all apprentice occupations.

In the event contractor willfully violates the applicable provisions of section ****, contractor shall forfeit as a civil penalty the sum of **** for each calendar day of noncompliance, which money may be withheld by city pursuant to the provisions of labor code section ****.

The contractor is required to attend the preconstruction conference which may include a site visit.

The successful bidder must submit to the city complete, executed copies of all required documents within ten 10 working days of receiving written notice of award of the project. The successful bidders security will be forfeited to the city if the bidder fails to submit all required documents.
