Final RFQ submissions are due by 2:00 PM EST on August 14, 2026.

Award will be based on a comparative assessment of quotations using the evaluation factors: Technical Capability and Demonstration, Past Performance, and Price. Technical capability and demonstration, when combined with past performance, are significantly more important than price.

Vendors must be qualified and submit narrative/price submissions for a readiness simulation tool. They must demonstrate understanding of the requirement and capability to perform all requirements identified in the Performance Work Statement (PWS).

Questions must be received before the datetime of July 28, 2026, at 2:00 PM Eastern Standard Time.

Failure to participate in a requested demonstration, or failure to demonstrate the capabilities represented in the quotation, may adversely affect the governments evaluation. Submissions not received by or before the submission stated date will not be considered. Failure to examine the entire solicitation document will be at the vendor's risk.

The award will be based on capability to perform services, professional qualifications, recent experience, ability to meet schedules, reputation for competence, and proposed technical approach and schedule. 1. capability to perform all of the services required for this project and professional qualifications of key personnel assigned to this project relevant to the work to be performed.

The Qualifications Statement (QS) must include information showing the firm's project understanding and technical approach, similar project experience of the project manager and task leaders, and a list of no more than ten relevant projects performed by the firm within the last 10 years. it is recommended the qs include: i. the rfq number, airport name, name of firm, firm address, email address, telephone number and contact information for key personnel.

A prime provider may only submit one response; if more than one response is submitted, the provider will be deemed nonresponsive. Noncompliant responses may also be deemed nonresponsive. if a prime provider submits more than one response, that prime provider will be deemed nonresponsive.

Payments for services will be made after the services are fully completed, based on quantities and unit prices. Contractors should submit invoices for payment after full completion of the services. Payment is made by electronic funds transfer to the contractor's bank account.

An award will be made to the lowest priced, technically acceptable offeror who is a responsible contractor.

Proposals are due on August 4, 2026, at 11:00 AM. Late proposals will be rejected.

The City agrees to pay the vendor as specified in the contract. Invoices should be detailed, and payment is typically made within thirty days of receipt and acceptance.

The contract will be awarded to the responsible and responsive proposer offering the most advantageous proposal, considering general experience, HQS inspection report quality, work write-up detail, and references.

Consultants must have a minimum of three years of combined experience in housing inspection and/or the construction trade within the last five years, and must be a Massachusetts licensed home inspector, home improvement contractor, or building code enforcement official, or have similar applicable license.

The RFP requests examples of a housing quality standards (HQS) inspection and work write-up reports.

Proposals may be rejected if they are late, incomplete, inaccurate, or non-responsive to the RFP requirements.

The total cost of the awarded contract shall not exceed $45,000, budgeted at $15,000 per year.
