Invoices are to be paid within thirty (30) days of acceptance by the District of an accurate and undisputed invoice. Interest may be assessed on undisputed invoices in accordance with Chapter **** of the Texas Government Code. Invoices shall be submitted to: Parkland Health **** Harry Hines Boulevard Dallas, TX **** Attn: Accounts Payable or email all electronic invoices to: apinvoices@phhs. org.

Contractor warrants that all services performed under this contract will, at the time of acceptance, be free from defects in workmanship and conform to the requirements of this contract. The contracting officer shall give written notice of any defect or nonconformance to the contractor within one year after acceptance of the services unless a different notice period is stated in schedule e2.

Contractor must comply with vendor credentialing services as set forth in section h2 and register with the designated company (Symplr) at contractor's expense within five (5) business days of the effective date of the contract.

If liquidated damages apply to this contract, then contractor shall comply with schedule h6. Failure to comply with vendor credentialing is a material breach of this contract.

Any dispute concerning a question of fact or law arising under or related to this contract must be appealed in writing to the district within ninety (90) days from the date of receipt of the contracting officer's written decision.

Failure to comply with exhibit c (IT security requirements) is a material breach of this contract. Failure to register or maintain registration with the vendor credentialing service is a material breach of this contract.

Submittals for the SF 330 are due no later than 10:00 AM Central Standard Time on August 11, 2026.

Selection criteria include specialized experience and technical competence, professional qualifications, past performance, knowledge of local conditions, and capacity. Secondary criteria for tie-breaking are small business participation commitment, geographic proximity, and volume of Department of War AE contract awards.

Firms must demonstrate professional qualifications in key disciplines including project manager, architect, structural engineer, mechanical engineer, electrical engineer, and others. Qualifications, education, professional registration, certifications, and experience will be considered.

The total ordering limitation under the SATOC is ninety million ($90,000,000) dollars.

Software shall be delivered within five business days of award. Deliverables with due dates falling on a weekend or holiday shall be submitted the following government workday after the weekend or holiday.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted in arrears upon acceptance of deliverables.

All proposals received in response to this solicitation will be evaluated in accordance with Section E. 13 Basis of Award.

Failure to comply with contractor personnel security investigative requirements may result in loss of physical and/or logical access to VA facilities and systems and/or termination of the contract for default.

The submission deadline is Thursday, July 30, 2026, 12:00 PM ET.
