Delivery is requested ASAP after notice of award, receipt of purchase order, or authorized calls for delivery. Bidders guaranteed delivery is days. Note: delivery time may be a factor in determining the winning bidder.

County terms of payment are 2 10 net 30. Bidder may offer alternate terms. Discount and alternate terms will not be used in award determination.

All items delivered must be guaranteed against faulty materials and workmanship.

An award will be made to the responsive bidder offering the lowest total price meeting the requirements of this bid request.

One reference for a completed baler reline, baler rebuild, or comparable solid waste processing equipment repair project of similar size and scope for a municipal, governmental, or institutional customer is required.

Failure to deliver items or equipment that do not meet county specifications or are not received within the specified delivery time may be cause for cancellation of the order and vendor declared irresponsible. Any additional costs incurred by the county may be charged to the original vendor.

Bidders must complete a site survey prior to submitting their bid. Submissions without documented site visit dates will be deemed nonresponsive.

Vendors protesting or disputing bid specifications must do so in writing during the bid opening period prior to the due date to be considered. Such protests must be in the possession of the bureau of purchase and supplies three working days prior to the bids opening.

Failure to complete this bid in its entirety may result in disqualification. Submissions without documented site visit dates will be deemed nonresponsive.

Failure to provide the information is cause for disqualification.

Sealed bids will be received until 4:00 p. m. , Monday, June 22, 2026.

The materials/supplies/equipment furnished shall be covered by the manufacturer's most favorable commercial warranty. Each bidder shall plainly set forth the warranty for the goods in the proposal.

Award shall be made to the lowest responsible, responsive bid or bidders, taking into consideration quality, performance and the time specified in the proposals for the performance of the contract.

Vendors must be qualified and registered with the NC Secretary of State.

The county reserves the right to conduct any test/inspection it may deem advisable to ensure services/materials/supplies/equipment conform to specifications.

Bids may be rejected if they show omissions, alterations of form, additions not called for, conditional proposals or any irregularities of any kind. Any bidder that designates its entire proposal as a trade secret may be disqualified.

Delivery is expected within 30 days after order receipt for all items.

Payment will be made by EFT. Invoices must be submitted electronically. Payment will be made byFSC EInvoice Payment

The contractor warrants that the items delivered are merchantable and fit for the particular purpose described in the contract.

The solicitation is unrestricted, but specific clauses regarding small business set-asides for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) are included, requiring certification.

The contract includes clauses for termination for convenience and termination for cause, with potential liability for the contractor in case of default.

The contractor shall provide furniture cut sheets for review, including material color selections.

Failure to comply with contract terms, including those related to security prohibitions and representations, could lead to contract cancellation, termination, or suspension.
