The City of South Miami is soliciting proposals for the design, financing, development, and management of a mixed-income affordable housing project on city-owned property. Proposers must be highly qualified and possess requisite skill, experience, and financial strength. The project requires at least 50 affordable housing units (**** AMI, **** AMI, **** AMI) and market rate housing, with a minimum affordability period of 30 years. Proposals will be evaluated based on 8 criteria totaling 100 points, including qualifications (20 pts), project team (10 pts), affordability (25 pts), master development plan (15 pts), project schedule (10 pts), financial proposal (10 pts), financial strength (5 pts), and oral presentation (5 pts).
Proposers must have five years of continuous operation and demonstrate relevant experience in developing, operating, and maintaining similar projects.

Violation of the cone of silence may render any award voidable by the city commission and/or city manager.
The development must consist of at least 50 affordable housing units allocated for households earning between **** of AMI, **** of AMI, and **** of AMI.
