This is an invitation for sealed bids for bulk enhanced treated rock salt and bulk rock salt untreated for snow and ice control. Bids must be submitted electronically via www. ***. *. * by Friday, June 5, 2026, at 10:00 a. m. CST. Required submittal documents include a signed offer to contract form, certificate of insurance, and references. Upon award, a notarized contractor disclosure statement, notarized familial disclosure statement, and performance, payment, and material bond are required. Questions regarding the bid must be submitted no later than May 28, 2026, at 10:00 a. m. CST. The county reserves the right to accept or reject any or all bids, or portions thereof. Payment will be processed via direct deposit.
The maximum time from receipt of order to actual delivery for orders placed between November 1, 2026, through June 30, 2027, shall not exceed seven working days, unless otherwise modified. Deliveries for Kane County DOT will be made directly to **** Burlington Rd, St. Charles, IL **** or **** Seavy Rd, Elburn, IL 60119. Other local governmental units' addresses are listed within the bid. Deliveries will be full truckload lots (**** tons).
The county of Kane requests all payments be made via direct deposit through an automated clearing house (ACH). All vendors awarded a contract shall complete an authorization agreement form prior to award. The successful bidder or bidders must conform to modified and mandatory invoice submission guidelines, which include a formal invoice, written quotation, written authorization from the using department, and materials purchase orders if applicable.
Vendor warrants that all goods and services furnished hereunder will conform in all respects to the terms of the solicitation, including any drawings, specifications or standards incorporated herein, and that they will be free from latent and patent defects in materials, workmanship and title, and will be free from such defects in design. In addition, vendor warrants that said goods and services are suitable for, and will perform in accordance with, the purposes for which they are purchased, fabricated, manufactured and designed or for such other purposes as are expressly specified in this solicitation.
It is the intent of the county to award a single contract to the lowest responsive responsible bidder meeting specifications. The county reserves the right to determine the lowest responsive responsible bidder on the basis of an individual item, groups of items, or in any way determined to be in the best interests of the county. The award will be based on adherence to all conditions and requirements, price, qualifications of the bidder, delivery or completion date, product appearance, workmanship, finish, taste, feel, overall quality, and results of product testing, maintenance costs and warranty provisions, and repurchase or residual value.
Respondents shall guarantee delivery of materials as specified above and on the offer to contract form for any or all quantity scenarios. In December 2026, the contract vendor shall have in place stockpiles located in or near Illinois covering the tonnage awarded for Kane County and listed local governmental agencies. At our discretion, we will inspect the stockpiles to ensure that these stockpiles are in sufficient quantities and that vendor commitments to the stockpiles are with the users of this contract.
For orders placed between November 1, 2026, and June 30, 2027, if a vendor is unable to make delivery within the order timeline, local governmental units shall have the right to retain as liquidated damages, not as a penalty, $5 per working day on the undelivered portion of the order, but not to exceed $50.
Samples of items, when called for, must be furnished free of expense and, if not destroyed in the evaluation process, will, upon request, be returned at the bidder's expense. Request for the return of samples must accompany the sample and include UPS pickup slip, postage or other acceptable mode of return. Individual samples must be labeled with bidder's name, invitation number, item reference, manufacturer's brand name and number.
All questions or requests for information pertaining to this bid and/or the scope of services should be directed to the purchasing office no later than May 28, 2026, at 10:00 a. m.
Failure to comply with all submission requirements set forth in Kane County Ordinance **** is grounds for the County of Kane to determine that a submission is incomplete, which may result in a determination that the contractor is not a responsible bidder. A violation of the communication provision (contacting personnel other than the purchasing department) is cause for the county to reject the bidder's proposal or terminate any contract awarded.
