HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act. Invoices must be submitted monthly or as otherwise indicated on the purchase order.

Bidders must have at least three years of relevant experience. Personnel assigned to perform services must have at least one year of relevant experience and demonstrated expertise in leading trainings for uniform guidance 2 CFR Part 200.

The vendor selection will be evaluated on the following criteria: financial evaluation 25%, product match with requirements/desired outcomes 40%, quality of support staff/contracted consultants 20%, references and demonstrated effectiveness 10%, MWBE outreach program 5%. Vendors must demonstrate alignment with RCSD's vision, utilize research-based practices, coordinate effectively with school staff, and maintain compliance with student privacy requirements.
