Contra Costa County is seeking proposals for on-call painting services for county-owned and leased facilities. Services include interior and exterior painting, surface preparation, and related tasks. Proposals are due by July 7, 2026, 3:00 PM PDT. Submissions must be electronic via BidNet. The county seeks to establish agreements with qualified contractors with demonstrated experience. The contract term is for four years, with a one-year extension option. After completing services, contractors shall provide invoices for their work. All bidders must accept the payment terms of Contra Costa County.
Proposals will be evaluated using a best value approach based on company qualification and experience, project understanding, methodology and approach, experience of key personnel, cost, and client references.
Contractors must have a successful history of providing commercial painting services for a minimum of five years, ensure materials are applied by skilled painters, possess all applicable federal, state, and county licenses (including California C33 and/or B), and have a commercial general liability insurance policy conforming to county requirements.
If contractors' work is deemed unsatisfactory, the county may complete the work using county employees or outside vendors, and the contractor will be liable for all costs, including administrative costs.
Any bidder or proposer who is aggrieved in connection with the solicitation or award of a contract may protest to the purchasing agent or designee within five business days after such aggrieved person or company knows or should have known of the facts giving rise thereto.
Failure to adhere to the policy of not contacting county personnel for meetings or technical discussions may result in disqualification. Incomplete proposals or proposals that do not conform to requirements will not be considered. False, misleading, incomplete, or deceptively unresponsive statements may be sufficient cause for rejection.
