The solicitation is for the repair and maintenance of the berthing and messing barge YRBM57 at Yokosuka Naval Base. The work includes various tasks outlined in the work specifications package. If ship repair work is being performed in and around potentially significant historic buildings and structures cultural properties such as dry docks 1 through 6 and cave 682 in yokosuka base, the contractor shall avoid changing the original materials and finishes used in the properties. The government will evaluate proposals for award purposes by adding the proposed price for all clins which will determine the total evaluated price. The government will analyze the total evaluated price in accordance with far ****, to determine fair and reasonable pricing. Technical acceptability will be determined by evaluating the total number of proposed labor hours prime and subcontractor and proposed material and other costs. The technical acceptability will be rated as either acceptable or unacceptable. To be determined technically acceptable, the number of labor hours and material and other costs proposed by the offeror must be sufficient to reflect an understanding of, and ability to complete, the scope of work. The government will evaluate the proposal against the technical requirements using the ratings and descriptions outlined in table m1.
