Firms shall not have a financial interest in any U. S. or local construction firms that may be recommended in the study.
This is a justification for other than full and open competition for the acquisition of voltage regulators. The contract type is firm fixed price with an indefinite delivery contract length of 5 years (1 base year, 4 option years). The acquisition is restricted to CAGE ****, CE Niehoff, as they are the only known source with the capability and are approved by the design control activity. Efforts to ensure offers from as many sources as practicable include synopsis on or about 04/09/2026 for 15 days and posting to the DLA Internet Bid Board System for a minimum of 30 days. Alternate offerors will be evaluated. A price analysis will be conducted to ensure fair and reasonable cost. A sources sought notice was posted on SAM. gov on 02/25/2026, yielding interest from CE Niehoff and MDS Inc. CE Niehoff is the approved manufacturing source. MDS Inc. is no longer interested as CE Niehoff will quote directly. No other potential manufacturing sources were identified through procurement history or general internet search.
