The government will award a contract resulting from this solicitation to the responsible vendor whose submission conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Vendors must be registered in the SAM database to be considered for award. The technical submission must meet specifications and document capabilities.

If the technical submittal is determined unacceptable, it renders the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as unacceptable and will no longer be considered for further competition or award.

The bid notice states o inform industry of the basis of the FAAS decision to contract via the boa.

The period of performance will be 290 calendar days from the notice to proceed.

Offerors shall be registered with SBA VetCert at veteran small business certification sba. gov, in System for Award Management SAM database at www. ***. *. * and have completed online representations and certifications prior to the solicitation due date. Offerors shall be registered with the NAICS code assigned to this acquisition in VetCert.

The magnitude of construction is between 2,000,000 and 5,000,000.

The contract period of performance will be a base year plus four option years.

The bid notice specifies payment terms of Net 30 or discount.

The bid notice requests warranty information as part of the quote submission.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is deemed as the best value, considering technical acceptability, price, and past performance.

The contractor shall utilize employees possessing adequate training, skills, and knowledge to perform the requirements of this contract. Personnel must be U. S. citizens and may be subject to background screening or escort requirements. Contractors shall be licensed and bonded to meet the requirements described in this SOW.

All questions are due on May 11, 2026, at 9:00 am Pacific Daylight Time.

The contractor shall not employ persons for work on this contract if such employees are identified to the contractor by the CO as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.

The RFP submission deadline is June 12, 2026, at 12:00 p. m. CT, with proposals to be submitted electronically via email to cjones@fnal. gov.

The bid notice states Award will be made to the offeror submitting the lowest evaluated price whose proposal is technically acceptable.

The offeror shall submit copies of all valid and current licenses and permits required to perform HVAC/chiller maintenance and repair services in accordance with applicable federal, state and local regulations.

An optional site visit will be conducted on Tuesday, June 2, 2026, from 10:00 a. m. to 11:30 a. m. CT at the Fermi National Accelerator Laboratory, Batavia, Illinois.

The bid notice does not mention the submission of samples.

Offerors may submit questions regarding the RFP and site visit via email no later than June 5, 2026, at 12:00 p. m. CT.

Submissions that fail to comply with the RFP requirements will be rejected.
