The evaluation includes qualifications experience (30), technical writing quality (15), methodology communication (25), price proposal (20), and references (10).

Qualifications include demonstrated success securing state and federal funding for public entities.

The county reserves the right to reject any or all proposals, waive informalities, or negotiate exclusively with the selected firm.
