Montgomery County is seeking proposals for construction, repair, rehabilitation, or alteration of residential buildings with Section 3 requirements. Questions must be submitted in writing by Friday, May 29, 2026, at 2:00 p. m. CST. Proposals are due by Wednesday, June 17, 2026, at 2:00 p. m. CST. Montgomery County reserves the right to reject any or all proposals. Performance and payment bonds are required for projects exceeding $100,000 and $25,000 respectively. Insurance requirements include Workers Compensation, Comprehensive General Liability, Automobile Liability, Umbrella Liability, and Professional Liability.

Unless otherwise specified, payment terms will be net 30 after receipt of products, materials, services, or invoice, whichever is later.
Proposals will be evaluated based on technical merit, company background, references, price, and value-added features and services.
Prospective proposers must demonstrate adequate financial resources, ability to comply with the schedule, a satisfactory record of performance, and be otherwise qualified and eligible to receive an award.
Failure to comply with Section 3 requirements may lead to sanctions, including termination of the contract for default and suspension or debarment from future HUD-assisted contracts.
Unauthorized contact of any county personnel, failure to provide proper electronic response, or failure to complete and sign required forms may cause disqualification.
