The City of Nashua is seeking a qualified **** nonprofit organization to operate its new Financial Empowerment Center (FEC). The selected provider will be responsible for day-to-day operations, including hiring and supervising staff, providing one-on-one financial counseling, collecting and reporting data, and marketing the center's services. The city will oversee the program and partner with the provider for fundraising and outreach. Proposals are due by 3:00 PM on Thursday, April 30, 2026, and must be submitted electronically via Bonfire or in hard copy. An optional pre-proposal meeting will be held on Thursday, March 26, 2026. The anticipated contract value is approximately $500,000 for two years of operations.
The bid submission deadline is April 30, 2026, at 3:00 PM EST. The contract is expected to begin the first week of July 2026, with FEC services starting in late October 2026 and a full launch in December 2026.
The provider will invoice the city for incurred expenses on a quarterly disbursement schedule. Payments will be made within 30 days of approval by the City of Nashua of the submitted invoice forms and progress reports.
Proposals will be scored on a 100-point matrix system, considering the proposed approach (25 points), organizational capability (20 points), experience in financial empowerment work (20 points), community involvement and engagement (15 points), financial capacity (15 points), and unique features of the applicant organization (5 points).
Applicants must be qualified as exempt from federal income tax under section **** of the Internal Revenue Code. Preference is given to organizations with a minimum of 3 years of delivering financial education, counseling, or coaching services, a track record of achieving financial stability outcomes, and experience working in low-income communities.
If the city determines the financial counseling provider has performed unsatisfactorily, the city may terminate the agreement at any time with 30 days' notice.
An optional pre-proposal meeting is scheduled for March 26, 2026, at 1:00 PM at City Hall, Auditorium, 3rd floor, 229 Main Street, Nashua, NH 03060. This meeting can also be attended via Zoom.
Any vendor submitting a proposal may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five business days after the proposal opening.
The estimated cost for two years of operations is approximately $500,000.
