Traffic Light Government Bids & RFPs

All items shall be delivered to the designated military consolidation point freight forwarder no later than seventy-five (75) calendar days after receipt of award.

Payment will be made by Wide Area Workflow (WAWF) system. The contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order.

Award will be made on the basis of the best value proposal, considering price and technical factors.

Offerors must be registered in the System for Award Management (SAM) database. Non-US based offerors must also be registered in the Joint Contingency Contract System (JCCS).

Nonconformance with instructions may result in rejection of the proposal, an unfavorable proposal evaluation, or being deemed ineligible for award.

Delivery shall be completed no later than 120 days after receipt of order (ARO). Offerors should include their proposed delivery schedule in their quote.

Payment will be made via Government Purchase Card (Mastercard). Invoices for services may only be submitted after the goods are delivered, inspected, and accepted.

All equipment must be covered by the manufacturer's warranty. All items shall include a standard warranty.

The government will evaluate quotes based on the lowest price technically acceptable (LPTA) process. Award will be made to the technically acceptable offeror with the lowest overall price.

Vendors must be properly insured, possess valid business licenses, and be registered in the System for Award Management (SAM). Offerors must have a repair facility within 75 miles of the vehicle inspection location.

The vehicle can be inspected at PDC Body Works, **** Joe Bruer Road, Daleville, AL **** photos will be provided, and the vehicle must be physically inspected prior to quote submission.

Questions are due by August 3, 2026, 12:00 PM CDT.

Failure to comply with any and/or all instructions in the document may result in the offeror's quote not being considered. Any quote not received by the specified date and time shall result in exclusion from consideration.

Responses must be received no later than 3:00 p. m. on August 20, 2026.

The city will process payment requests within thirty (30) days after acceptance of goods or services and receipt of a proper invoice. Prime contractors must ensure payment to subcontractors within fifteen (15) business days of receiving payment from the city.

The architect-engineer shall warrant fault-free performance and results in the processing of date and date-related data, including calculations, comparisons, and sequencing of hardware, software, and firmware products.

Responses will be evaluated by the AE selection committee, scored, and ranked according to identified selection criteria and rating points. The highest-ranked firm will be recommended for award.

The PEC prime/subs shall have significant and recent experience in providing the services laid out in the scope of work. Firms should also discuss their proven capability to meet schedules/deadlines and the qualifications of DBE/fair share sub-consultants.

Failure to comply with any obligations may result in the city availing itself of all rights under the law and contract, including termination or default. Failure to submit required documentation may result in a loss of the bidder's bid bond.

Firms that have failed to execute a contract awarded by the city, or are in arrears to the city, or are defaulters on any obligation to the city may not be awarded a contract. Felony convictions can also lead to disqualification.
