Invitation for Bid (IFB) TAC 308F for Street Cleaning/Sweeping Service for the City of Tulsa Public Works Department. Bids are due June 24, 2026. A mandatory pre-bid conference is scheduled for June 9, 2026. Questions are due by June 15, 2026. The contract will be for one year with potential for renewal. The award will be based on a point system, prioritizing the lowest secure bidder. Key requirements include adherence to sweeping schedules, proper disposal of debris, and maintaining quality of work. Failure to meet schedule may result in penalties. Bidders must be qualified and demonstrate experience. Insurance and bonding are required. Bids must be submitted sealed to the City Clerk's office. No faxed or emailed bids will be accepted. Bids received after the deadline will not be accepted.
Bids must be received no later than 5:00 PM CST on the bid submission date, June 24, 2026.
Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later.
Services warranty: Seller warrants that it shall perform the services using personnel of required skill, experience, and qualifications in a professional and workmanlike manner. Supplies warranty: Seller warrants that such supplies will be of good materials and workmanship and free from defects and will conform to the specifications.
The bid award will generally go to the lowest secure bidder, considering price, bidder history and experience, delivery time, maintenance requirements, and performance data. A point system will be used: 70 points for the lowest price, 15 points for resources, and 15 points for history and stability.
Seller must be involved in this type or similar work and/or demonstrate capabilities to perform the work. This includes providing a history of experience, a list of employees with experience, a list of available equipment, and a plan for debris disposal.
Failure to complete sweeping within the specified time frame may result in a $1,000 per day penalty.
Bidders not recommended for award may submit an appeal via email to the assigned buyer before the SSA committee meeting.
Communication with other city staff besides the assigned buyer could result in disqualification. Bids received after the stated date and time will not be accepted. Failure to acknowledge addenda or amendments may result in bid rejection.
