Santa Fe Community College (SFCC) is seeking proposals for updating exterior signage as part of a rebranding initiative, with the site anticipated to be renamed Santa Fe Community College Mosaica. The project involves establishing a strong site-based identity through building signage and illumination, removing or transitioning existing roadside signage, and developing onsite monument and wayfinding signage. Key tasks include preconstruction assessment, building identity signage installation, entrance panel and logo signage updates, and potential new onsite monument and identity signage. Offerors must submit proposals by June 19, 2026. A non-mandatory pre-proposal meeting will be held on May 26, 2026. Proposals will be evaluated based on general qualifications, technical approach, project management schedule, price, and subject matter expertise. Offerors must comply with all instructions, specifications, and SFCC standard terms and conditions. Additional documents such as authorized signature page, small and disadvantaged business certification, conflict of interest certification, insurance requirements, and campaign contribution disclosure form are required. Payment and performance bonds will be required for awards of $60,000 or more.
The deadline for submission of proposals is June 19, 2026, at 2:00 PM MDT.
Upon written request from the offeror for payment, SFCC shall, within 30 days, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance. Late payment charges shall be 1. 5% of 1% per month.
The award shall be made to the responsible offeror or offerors whose proposal is most advantageous to SFCC, taking into consideration the evaluation factors set forth in the RFP. Cost will be negotiated with the highest-ranking offeror after evaluation.
Offerors must be able to meet mandatory requirements, including providing at least 2 examples of previous projects with similar specifications, describing experience with higher education institutes, and demonstrating knowledge of signage creation and installation services.
The Procurement Code, section **** et seq. NMSA ****, as amended, imposes civil and criminal penalties for its violation. In addition, New Mexico criminal statutes impose criminal penalties for bribes, gratuities, and kickbacks.
A non-mandatory pre-proposal meeting will be held on May 26, 2026, at 4:00 PM MDT via Microsoft Teams. Offerors are also encouraged to schedule a site visit by emailing the RFP administrator.
For protests regarding the type of solicitation or the solicitation process, the time limit runs from fifteen (15) continuous calendar days after the date the chief procurement officer or designee posts on the SFCC website. For protests regarding award of a contract, the time limit runs from fifteen (15) continuous calendar days after the date the chief procurement officer or designee posts on the internet or mails/emails the notice of award.
Failure to comply with the instructions, specifications, and SFCC standard terms and conditions may result in an offer being classified as unresponsive, disqualified, or negatively evaluated. Proposals that are not sent and labeled correctly, or that cannot be accessed or opened, may not be considered.
