The contractor shall provide supporting documentation for any warranty claims to the onsite COR. Contractor's employees must have prior technical expertise on repair and maintenance of walk-in coolers and freezers, reach-in refrigerators and freezers, commercial cooking equipment, commercial dishwasher, and cold and hot serving lines. All HVAC trades personnel shall have Universal EPA certification. Failure to complete mandatory annual training and sign the rules of behavior annually, within the timeframe required, is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract until such time as the training and documents are complete. The base contract period is from 07/20/2026 to 07/19/2027, with four option years available.

All parts used shall be new OEM parts only. Reverse engineered and/or refurbished parts shall not be utilized without explicit written permission from the contracting officer.

Award will be made to the response most advantageous to the government, with technical and past performance combined being more important than price.

Potential bidders shall have a field service representative located within 200 miles of the West Haven and Newington campuses and have been trained by the original equipment manufacturer (OEM) on the specific model of equipment.

The contracting officer may take deductions from moneys due the contractor for any deficiency that remains uncorrected when the contract expires.

The vendor shall schedule all site visits, to include emergencies, with the COR.

Questions shall be submitted to the contracting officer in writing via email. The cutoff date and time for receipt of questions is July 13, 2026, by 4:00 PM EST.

Failure to register in SAM or VISTA in sufficient time may result in ineligibility for a government contract. Noncompliance with the clause regarding racially discriminatory DEI activities may lead to contract cancellation, termination, or suspension.

Responses to this IFB must be received July 13, 10:30 am. The anticipated contract start date is July 15, 2026.

Payment will be made by the HHS agency in accordance with the pricing provided on Exhibit C Pricing Sheet. The pricing is considered all-inclusive, and no other pricing may be provided on an invoice.

All responses will be evaluated according to the following criteria: bidder meeting or exceeding the requirements and specifications in accordance with this IFB, bidders ability to meet performance delivery requirements, and price.

To be considered for award, bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor.
