Quotes must be received in the RMEPS submission portal on or before June 23, 2026, 10:00 AM MT. it is the respondents sole responsibility to ensure all required quote documents are submitted through r. m. e. p. s. by the submission deadline.

City payment terms are net 30 days, unless otherwise negotiated. Payment shall be processed upon the citys receipt of an itemized invoice.

Quotes will be evaluated based on responsiveness to the RFQ, demonstrated ability in providing services, ability to maintain a consistent pickup schedule, acceptance of city contract terms, and NAID certification. Quotes will be evaluated by representatives from the City Clerks Office on the following criteria not ordered in their relative importance: Responsiveness to this RFQ including acknowledgment of addendums, if issued Demonstrated ability in providing the requested services as verified through references Ability to maintain a consistent pickup schedule. Respondents must submit satisfactory evidence of practical knowledge of the services and necessary financial resources. Certification under NAID (National Association for Information Destruction) is required. if requested, each respondent shall submit satisfactory evidence that it has a practical knowledge of the services and the necessary financial resources to complete the services.

Failure to submit required documents or acknowledge addenda may result in disqualification. Failure to submit such responses may result in disqualification.

Failure to submit all required documents by the deadline, failure to acknowledge addenda, or submitting quotes by means other than RMEPS may result in disqualification. Failure to submit such responses may result in disqualification.

Deliveries must be completed within the delivery date specified, upon award. The delivery date for item **** is ****.

Payment will be made by Unicor FPI Central Accounts Payable, PO Box ****, Lexington, KY **** by electronic funds transfer system for award management is incorporated by reference.

The government will award to the responsible businesses whose quote, conforming to the solicitation, is most advantageous to the government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, technically acceptable, delivery ARO, and past performance.

The award will be made to responsible businesses.

The period of performance includes a base year from 10/19/2026 to 10/18/2027, with four option years extending to 10/18/2031.

Payments shall be made monthly, in arrears, upon successful completion of requirements and submission of a record of services performed and certificates of destruction. Invoices shall be submitted electronically in accordance with VAAR clause ****.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

Criteria for evaluation of quotes are listed in section E. 5.

Contractor personnel must be qualified employees and comply with all security requirements of the VAMC. They must possess required licenses for equipment operation and be fully trained and competent to perform the work. Contractor employees must wear visible identification.

The contract includes provisions for liquidated damages for reimbursement for data breach costs (VAAR ****).

Failure to comply with contractor personnel security requirements may result in termination of the contract for default.

The total award amount is $16,500,****.

Proposals are due by 10:00 am EST on June 30, 2026. Any response received later than the specified deadline will be disqualified.

Bid pricing must reflect Net 30 payment terms.

Proposals will be evaluated based on: Statement of Work (40 points), Company Profile (10 points), References (30 points), and Pricing (20 points). The selected bid will be the response deemed most advantageous to Jackson County.

Bidders must have a minimum of five years of experience in patrol vehicle upfitting services. They must also be capable of performing complete emergency vehicle equipment installations in-house and have the ability to wire and integrate all installed systems. Vendor must certify they are not on any federal, state, or local list of debarred or prohibited contractors.

Proposals received later than the specified deadline will be disqualified. Contacting Jackson County personnel other than the procurement contact may lead to disqualification. Failure to comply with mandatory requirements may eliminate a proposal from consideration.
