Invitation to Bid for potatoes, instant flakes and sliced. Bids are due July 27, 2026, at 9:00 AM PST. The Oregon Department of Corrections (ODOC) is purchasing these goods for delivery to their central distribution center. Bidders must submit bids electronically via OregonBuys. Samples may be requested after bid closing. Preferences are given for Oregon goods and resident bidders. Delivery is FOB destination. Payment is typically within 30 days after delivery and acceptance.
The closing datetime for bids is July 27, 2026, at 9:00 AM PST. First delivery or will call shall occur after the issuance of a purchase order.
Payment for completion of state contracts is normally made within 30 days following the date the entire order is delivered and accepted or the date the invoice is received, whichever is later. After 45 days, contractor may assess overdue account charges up to a maximum rate of two-thirds of one percent per month (8 APR) on the outstanding balance.
All implied and expressed warranty provisions of the Uniform Commercial Code (ORS Chapter 72) are incorporated. Contractor warrants that all goods shall be new, unused, current production models, free from defects in materials, design and manufacture for the duration of the contract.
ODOC may award one or more contracts based on the lowest responsive bids by responsible bidder per line item, groups of items, or all or none, whichever is in the best interest of ODOC.
Bidders must submit bids that conform to the requirements of the ITB. Failure to supply all required information may be cause for bid rejection. ODOC reserves the right to investigate and evaluate a bidder's responsibility to perform the contract.
If contractor breaches the contract, ODOC may cancel the contract and recover damages, including incidental and consequential damages. Failure to deliver by the specified date may result in cancellation of backordered items and billing the contractor for the difference in price.
ODOC reserves the right to request samples after bid closing from one or more bidders during the evaluation process. If samples are requested, bidder shall deliver samples to ODOC within four (4) days after the date of the request.
Protests, if permitted for this ITB, must be received by ODOC by the deadline specified in Section 1. 1 Schedule of Events.
Contact with other ODOC staff regarding this ITB without prior clearance from the single point of contact will lead to disqualification. Failure to comply with requests for product identification may also lead to disqualification.
