Emulator Biddings - Procurement Opportunities

This RFQ is for the supply of 2 emulator T5 engines. The delivery date is 300 days after contract award. The delivery location is Redstone Arsenal, AL. The contract is a firm fixed price. Iron Mountain Solutions, Inc. is the only eligible source. The RFQ includes numerous clauses and requirements, including inspection, acceptance, domestic origin, and various contract clauses. The US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is soliciting proposals for the procurement of unlocking equipment for the National Police of Ukraine and State Border Guards Service. The contract will be a firm fixed price (FFP) contract. Offerors must submit their proposals via email to the contracting officer and contract specialist by 5:00 PM local Washington D. C. time on Friday, April 18, 2025. The equipment must be delivered to the US Embassy in Ukraine no later than 90 calendar days from the receipt of the award notification. The equipment must be new, unused, and in optimal operating condition. The contractor must be registered to do business in Ukraine or have an existing partner with a Ukrainian registered business. The contractor must provide all required shipping/export declaration documentation, including the Department of Commerce Form 7525V. The US government will assist the contractor in obtaining customs clearance and tax exemption certificates from the government of Ukraine. The contractor must comply with sections **** of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). The evaluation of sources will be made in accordance with FAR part 15. The requirement can be fulfilled with brand name or equal, technical acceptability will be weighted more heavily than price. Past performance of previous delivery will also be a factor in evaluating bids. Offerors must submit any questions in writing to the contracting officer and contract specialist by April 10, 2025. The Veterans Health Administration intends to solicit from a single source to obtain leasing and services for Olympus scopes. The period of performance is from 07/01/2025 to 06/30/2026, with two option years and a purchase option.
