Seeking a technical engineering consultant with expertise in potash mining projects to conduct due diligence on a greenfield potash mining project in Argentina. Responsibilities include analyzing preliminary feasibility studies, identifying weaknesses, validating cost inputs, reviewing pilot plant design, and interpreting seismic results. Requires 10 years of consultancy experience in potash projects and 10 years in mining or fertilizer sectors. Travel to Argentina may be required. Period of performance is 10 weeks from award, commencing upon availability of project documents.
The period of performance shall be for a base period of ten (10) weeks from award. Consultants work and review will begin when PFS and 3D seismic become available, currently expected by mid-July.
Payment shall be made for items accepted by the government that have been delivered to the delivery destinations set forth in this contract. The government will make payment in accordance with the prompt payment act 31 **** and prompt payment regulations at 5 CFR part ****.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Offers will be evaluated based on technical capability and price. Technical and past performance, when combined, are approximately equal to cost or price.
The contractor shall have the requisite expertise to consult on matters related to the items outlined in the SOW or be able to subcontract to a firm that specializes in potash mining projects in South America or Argentina. Requisite experience equates to 10 years of consultancy work in potash projects and 10 years of consultancy experience in the broader mining or fertilizer sectors.
In the event of the contractor's or a subcontractor's noncompliance with the clause addressing DEI discrimination, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
Travel to the project site in Argentina may be required, subject to DFC prior approval. If travel is required, it will be on a cost-reimbursement basis.
Failure to comply with contract terms and conditions, or failure to provide adequate assurances of future performance, may result in termination for cause. Noncompliance with the DEI discrimination clause can lead to contract cancellation, termination, suspension, and ineligibility for future contracts.
