The Texas Comptroller of Public Accounts, through its State Energy Conservation Office (SECO), is administering the LoanStar Saving Taxes and Resources Revolving Loan Program. Applications for loans to finance energy-related cost reduction retrofits for eligible public sector institutions are being accepted from the issuance date until August 31, 2025, at 2 PM CT. Applications will be reviewed on a first-come, first-served basis. Maximum individual loan amounts vary depending on funding source (SEP or ARRA). Required documentation varies based on project type (design-bid-build, retro/recommissioning, etc. ). A utility assessment report (UAR) or commissioning report is required for certain project types. The loan repayment schedule will be sent to the borrower after construction completion and the final report is accepted. The loan repayment term is equal to the project simple payback. Proposals are sought for the design and construction of a solar photovoltaic array on a capped landfill. The Department of Defense intends to award a follow-on contract to Bloomberg Finance, LP for Bloomberg terminal subscriptions. The contract is being awarded on a sole-source basis under FAR 13. 5, due to Bloomberg being the only provider of the required unclassified capability. The contract will be a firm fixed price contract for one base and four option years. The requirement is for 11 Bloomberg Anywhere subscriptions and 1 Bloomberg Open Terminals. A notice of intent to sole source was published on SAM. gov for seven days, and only one vendor responded, without opposition. The anticipated price is fair and reasonable, and certified cost and pricing data is not required.
