The bid notice states that licenses do not have to be submitted with the proposal, but commitments to obtain those licenses prior to contract execution are acceptable in the proposal itself. Licenses donot have to be submitted with the proposal.

Payment will be structured per individual RCS reviewed, and the selected contractor may bill RIHousing for services completed no more frequently than on a monthly basis.

Proposals will be selected based on professional capacity to undertake the scope of work, proposed fee structure, ability to perform within time and budget constraints, evaluation of proposed project approach, previous work experience and performance, recommendations by references, and firm minority status.

Firms must be qualified to act as the substantive reviewer for rent comparability studies and must be credentialed as a Rhode Island Certified General Appraiser.

The substantive reviewer may consider recommending a field visit when the initial desk review raises major questions, the reviewer is largely unfamiliar with the market area, subject project, or comparables, or when challenging adjustments for factors that can change quickly.

Proposals should include work samples as applicable.
