This is an Invitation for Bid (IFB) from the Texas Military Department (TMD) for natural gas line service installation and maintenance/repair services in Waco, Texas. The project involves installing a new natural gas line and connecting it to Atmos Energy's mainline to supply gas to the C wing of the armory and the Field Maintenance Shop (FMS) 33 building. Attendance at a minimum of one site visit is required for bid eligibility. - The deadline for submitting sealed or email responses is April 27, 2026, at 2:00 PM local time. - Written questions for clarification must be submitted by April 13, 2026, at 2:00 PM. - Responses to questions will be posted by April 17, 2026. - The contract term is one year from the effective date. - Insurance requirements include Workers Compensation, Employers Liability, Commercial General Liability, Automobile Liability, and Umbrella/Excess Liability. - Service call response time for regular hours is within 24 hours, and for emergency calls is within 6 hours. - A warranty of one year on workmanship and materials is required. - Respondents must submit three past or current projects of similar size and complexity as references.
The awarded contractor must complete all services within 30 calendar days from the award date of the purchase order.
The bid notice states that TMD will pay the contractor on the basis of itemized invoices submitted to and approved by TMD. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and accrual of interest on any overdue payments.
The bid notice states that the contractor must warranty all workmanship on all materials and labor for a period of one year beginning with the date of completion or the manufacturer's standard warranty on equipment, whichever is longer.
In determining the best value, TMD shall consider the following best value factors: awarded contractor must have a master plumbers license, price of the item, compliance with the stated statement of work coupled with the quality and reliability of the goods and services, delivery timeframe, indicators of probable performance under the contract, and other relevant factors.
The awarded contractor must be a licensed plumber with a master plumber license and certified to perform all work outlined in the statement of work. Contractors must submit all applicable licenses, certifications, and insurance if awarded the job.
If contractor fails to comply with the terms of the contract, TMD may withhold contractor's payment. If noncompliance results in TMD purchasing goods or services from another entity to remedy the noncompliance, TMD will deduct those costs from contractor's payment.
Two mandatory site visits are scheduled for April 1, 2026, and April 2, 2026, at 10:00 AM at FMS 33 building, **** N. New Road, Waco, Texas **** at a minimum of one site visit is required for bid eligibility.
The last day to submit written questions for clarification to TMD is April 13, 2026, at 2:00 PM.
