The period of performance shall be June 23, 2026 through July 1, 2026, inclusive of the baseline training delivery and the subsequent follow-on coaching period.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a. m. central standard time on 6/11/2026.

Training and coaching sessions will be conducted onsite at Marshall Space Flight Center MSFC and/or via authorized virtual collaboration platforms e. g. , Microsoft Teams.

Routine replenishment orders shall be delivered within sixty 60 calendar days after receipt of an authorized order. In no event shall delivery exceed ninety 90 calendar days unless expressly approved in writing by the city.

The city shall compensate the contractor in accordance with the pricing set forth in exhibit b price book and the contractors proposal submitted in response to the request for proposal.

The contractor warrants that all goods and services furnished under the contract shall conform to contract requirements and shall be fit for their intended purpose.

Award shall be made to the responsive and responsible proposer or proposers whose proposal is determined by the city, in its sole discretion, to represent the best overall value to the city, considering price and all other evaluation factors stated in this solicitation.

Proposers must demonstrate a minimum of five years of experience providing uniforms and related services to municipal, county, state, university, or other law enforcement agencies of comparable size and complexity.

Failure to meet service level requirements may result in corrective action, written cure notice, payment withholding, order suspension, negative performance evaluation, termination for default, or other remedies available to the city.

Any protest concerning the terms, conditions, specifications, or requirements of this solicitation must be submitted in writing to the procurement department no later than five 5 business days before the proposal submission deadline.

Violation of communication restrictions, failure to disclose contract termination for default, material misrepresentation, debarment or suspension, failure to maintain required insurance, or violation of procurement integrity rules may result in disqualification.

Delivery is required within twenty days (20) after receipt of order.

The government shall pay the contractor 30 days after receipt of the invoice. Payment status can be checked through the vendor portal.

A quality warranty for at least one (1) year is required for tangible elements. The contractor must respond to technical requests within two hours and repair equipment within 48 hours at the site of the request.

The U. S. government intends to award a purchase order if the responsive quote is technically acceptable and reasonably priced.
