The awarded vendor shall invoice at the completion of the contract unless invoicing is tied in the contract to milestones, deliverables, or other invoicing requirements agreed to in the contract. Bidders may submit a written protest to the protest review office following the requirements of the standard procurement rules. The state requires a fee of $15 to cover expenses related to the administration of the minority contractor opportunity initiative. The resulting contract may be partially or totally funded with federal funds. Bidders who hire qualified veterans and certain ex-offenders may be eligible for tax credits. Bidders must read and understand the solicitation and tailor the bid and all activities to ensure compliance.
