Final delivery of material will be on or before 365 days after the effective date of the resulting contract.

A one-year warranty from the date of delivery is required for supplies of a noncomplex nature.

The CLINS within this solicitation will be reviewed at the CLIN level for determination of award, with the award decision being made at the CLIN level. This may result in multiple awards to multiple vendors.

The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself.

The solicitation issue date is July 24, 2026, and the offer due date is August 3, 2026. Specific delivery dates for items are detailed in Section F.

Payment will be made by the government. Invoices will be submitted via Wide Area Workflow (WAWF) as per DFARS ****.

The government will select the most advantageous offer based on technical (including delivery date), price, and past performance, in no order of relative importance.

Offerors must be registered in the System for Award Management (SAM). The acquisition is a 100% small business set-aside.

The deadline for submission of questions regarding the solicitation's terms, conditions, and specifications is two days prior to the solicitation closing date.

Quoters who quote less than the entire effort specified may be determined to be unacceptable, as the government reserves the right to make a single award.

Bids are due by 2:00 PM CT on August 6, 2026. Materials need to be received before October 2026.

Payment will be made under terms of net thirty (30) days unless otherwise agreed upon by seller and the purchasing department. Invoices must reference the purchase order number.

Seller warrants that goods will conform strictly to specifications, be new and free from defects in material and workmanship, and meet or exceed performance criteria. Seller guarantees good title. For services, seller warrants performance in a good and workmanlike manner. The district has the right to inspect and test goods. Seller must repair or replace defective goods within one year of operation or eighteen months of delivery.

The bid will be awarded to the responsible, responsive bidder whose bid, conforming to the solicitation, will be most advantageous to Jefferson County Drainage District No. 6, price and other factors considered. The district reserves the right to award based on lowest and best bid.

To be considered for award, bidder must have the ability to obtain adequate financial resources, comply with delivery schedules, have a satisfactory record of performance and integrity, and be otherwise qualified and eligible.

Late bids will be rejected as nonresponsive. Failure to furnish bid bond/surety or affidavit of insurance, if requested, will result in bid being declared nonresponsive. Noncompliance with federal regulations may result in contract cancellation, termination, or suspension.

At Jefferson County Drainage District No. 6's request and direction, bidder shall provide product samples and/or testing of items bid to ensure compliance with specifications. Samples, demonstrations and/or testing may be requested at any point prior to or following bid award.

All protests should be coordinated through the purchasing office prior to award recommendation to the District Board of Directors.

Bids may be rejected if they fail to conform to required delivery schedules, have prices qualified in such a manner that the bid price cannot be determined, or are made contingent upon award of other bids. Submission of additional terms, conditions or agreements with the bid document are grounds for deeming a bid nonresponsive.
