Delivery is of the essence and the state reserves the right to reject any and all vendors who cannot make delivery by June 30, 2026.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later.

It is the intent of the state to award this contract on an individual basis to the lowest responsive, responsible bidders meeting the specifications.

The state reserves the right to reject the response of the bidder or proposer if the certification of no federal suspension or debarment is subsequently determined to be false.

Bids must be received electronically by July 2, 2026, by 2:00 PM CST.

The manufacturers standard published warranty and provisions shall apply, unless more stringent warranties are otherwise required.

Liquidated damages of $250 per day will be assessed for each calendar day of delay until substantial completion.

Any person aggrieved by the proposed award has the right to submit a protest in writing within fourteen (14) days of the award/intent to award.

Failure to meet mandatory bid requirements, late bid submissions, or non-performance can lead to rejection of bid, contract cancellation, suspension, and/or debarment.

Quotes must be submitted by Thursday, June 18, 2026, at 1:00 PM. please include expected delivery times.

Contractors shall be licensed and insured, including local business license and permitting, and possess the appropriate contractors license to perform the scope of work. Contractors shall be licensed and insured to include local business license and permitting.

Quotes submitted after the deadline will not be accepted. we can not accept any quotes after the deadline.

Bids must be received electronically no later than June 30, 2026, prior to 2:00 PM MT.

The contractor is responsible for the repair or replacement of all work performed under the contract for a period of one year after the issuance of the certificate of acceptance or until all warranty work is completed, whichever occurs last.

The award will be made to the lowest responsible bidder, considering factors such as ability, capacity, skill, promptness, character, integrity, reputation, judgment, experience, efficiency, quality of performance on previous contracts, sufficiency of financial resources, and quality of supplies or services.

Contractors must have successfully completed at least two qualifying projects of similar scope and complexity in the last 8 years. The project and on-site representatives must also have equivalent experience.

Liquidated damages will be charged if the project is not completed as specified. The amount will be based on CDOT road and bridge specifications.

A pre-bid conference is optional and will be held on June 10, 2026, at 10:00 AM via Microsoft Teams.

Bidders may be disqualified for failing to comply with qualification criteria, collusion, or unsatisfactory performance on previous city contracts.
