All applications are due by December 31, 2029, at 3:00 PM Pacific Time.

ODHS will pay the vendor attorney upon receipt of the judgment of adoption, signed by a court, and proof of payment if applicable. Payment is based on a set fee structure for attorney services and reimbursement for specific costs.

ODHS expects to award contracts to all applicants that submit a responsive and responsible application that meets the requirements of this RFA.

Applicants must be active members in good standing with the Oregon State Bar and have at least three years of experience providing legal services for adoptions.

Repeated failure to meet the time frames for finalizing adoptions, as determined by ODHS, will constitute a material breach of contract and may lead to termination.

ODHS may reject an application if the applicant fails to substantially comply with RFA procedures, has delinquent debt to the state, or if the application is conditioned on ODHS acceptance of unauthorized terms.

Upon issue of a Statement of Work (SOW), services should be completed within 15 calendar days but no more than 30 calendar days, unless a reasonable delay is caused by permitting.

Invoices must be submitted within 14 calendar days of completion of service. Payments are normally made within 30 days following the date an accurate invoice is received.

The warranty period for goods and/or services will be at least twelve 12 months from acceptance or delivery. Contractors' employees will have the necessary certifications and qualifications to perform services competently.

Quoters are required to have the applicable license as indicated in the service description table and must complete a quote certification form. Vendors must also ensure their employees and subcontractors are not debarred, suspended, or excluded from participating in federal health care programs.

Contractors who do not timely meet the program requirements will be removed from the program. Failure by a contractor to timely meet program requirements may result in termination of the contract.

The careoregon team will request contractors/vendors to complete a site visit in order to develop a quote based on contemplated services.

Communication in violation of restrictions may result in rejection of a quoter. Failure to comply with all requirements may result in quote rejection. Providing incorrect or incomplete information may be cause for rejection of the quote or contract termination.

Offers/proposals must be received no later than 5:00 PM Central Standard Time, July 24, 2026.

The award will be made to the bidder whose proposal provides the best value for the state and is in the state's best interest, considering demonstrated competence, knowledge, qualifications, reasonableness of proposed fees, past performance, knowledge of governmental agencies, experience, and references.

Bidders must be Texas-licensed RN and APRN with at least 10 years of APRN nursing experience, including regulatory experience related to APRN licensure application reviews, APRN education, and APRN practice. Must be a graduate of an accredited professional nursing program and hold a Master's degree in nursing.

The services rendered by the previous consultant were compensated at an hourly rate of **** per hour with a total of $58,000 for the term of the contract.
