The substantial completion date is 120 calendar days after notice to proceed.

The construction cost estimate is $300,****.

The city shall authorize partial payments at the end of each calendar month, paying 95% of the approved amount, with the retained percentage held until satisfactory completion and acceptance.

Special warranties are to be provided by a manufacturer or contractor, must conform to specification requirements, be signed by authorized persons, and are for a minimum period of 1 year from substantial completion.

The city will evaluate proposals based on factors including experience, financial and professional capacity, references, service, warranties, proposed approach, and life cycle costs, not solely on initial cost.

Bids are solicited from qualified contractors for all labor, material, and equipment necessary for the project.

If the contractor fails to complete the work within the contract time, they will pay liquidated damages of $0 for each calendar day of default.

Questions must be submitted in writing via electronic submission on BidNet no later than 5:00 PM, July 10, 2026.

Failure to comply with the process of not contacting other city staff during the RFP process may result in disqualification.

Substantial completion is required by March 15, 2027, with final completion by April 15, 2027.

The city now makes payments through electronic transfers. The successful bidder will be asked to complete the direct payment authorization ACH form upon contract award.

Award will be to the lowest responsible bidder, based on the city's evaluation. If it is in the best interest of the city, a contract will be issued.

Only qualified prime contractors selected from the previous prequalification process will be allowed to participate in this invitation for bid.

Failure to complete the work as prescribed shall be considered as a breach of contract and subject to liquidated damages which are $2,**** per day.

It is the responsibility of each bidder to visit the jobsite to become familiar with local conditions that may affect the cost, progress, performance or completion of the project.

Failure to monitor the rocky mountain epurchasing system for any addenda may lead to reliance on incomplete, inaccurate, or out of date information when submitting bids, subjecting such bids to automatic disqualification from consideration.

The estimated cost for this project is from $2,100,**** to $2,500,****.

Bids are due by 2:00 PM Mountain Time, July 9, 2026.

Bids will be evaluated based on the capability of the firm, experience with the firm and a cost breakdown of hours and total cost in the categories of financial statement audit, federal single audit, and financial statement preparation.

Qualification based bids will be accepted.
