This is a combined synopsis solicitation for commercial products or commercial services for an Evoqua brand name acquisition and annual service maintenance for an Evoqua water purification system at the Roseburg VA Medical Center. The acquisition is an open market brand name limited source acquisition and is not set aside for small business concerns. The period of performance is from 04/20/2026 to 04/29/2031. Bidders will confirm whether or not the proposed product is a domestic end product. Offerors should reference the Statement of Work included herein. The period of performance for the purchase of equipment includes a one-year manufacturer warranty. Upon completion of installation of new equipment, the existing service contract will be amended to reflect the new equipment. The delivery schedule indicates that all items are to be shipped by 04/30/2026 and the period of performance ends on 04/29/2031.
The bid notice states that payment will be made by EFT (Electronic Funds Transfer) and that invoices shall be submitted in arrears upon delivery and acceptance. The government will handle invoices according to the prompt payment act 31 **** and 5 CFR part ****.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors include technical compatibility with Avigilon H6A cameras and Cisco **** Catalyst switches, price, and past performance.

Protests, as defined in section **** of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the contracting officer. The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
