RFP for a feasibility study to evaluate current conditions and identify alternative models for service delivery and governance for the City of Greeley and Western Hills Fire Protection District. Proposals are due August 28, 2026. The study will include an assessment of governance, financial analysis, community risk, service delivery, staffing, and stakeholder engagement. Deliverables include a draft and final report with recommendations and an implementation roadmap. An optional pre-proposal conference is scheduled for July 8, 2026. Proposals must be received no later than August 28, 2026, before 5pm MST. Proposals received after this date and time will not be considered for award.
Proposals will be evaluated based on professional qualifications (30%), past involvement with similar projects (30%), proposed methodology and work plan (25%), and fee not to exceed proposal value (15%). Each criterion is scored from 0 to 5, with 0 being the lowest score and 5 being the highest score.
The contractor must have similar project experience with municipalities/districts equivalent to the size of the City of Greeley/Western Hills Fire Protection District and demonstrated success in these projects. The contractor will have similar project experience with other municipalitiesdistricts equivalent to the sizeof the city of greeleywestern hills fire protection district and the scope of this rfp.
