The USDA requires delivery of all items within 30 days after award. Early deliveries will be accepted.

Award will be made to the offeror representing the best value to the government, based on price, technical acceptability, and past performance.

Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's CoC, and their own certificate of conformance. Prospective vendors who are not the OEM or an authorized distributor must provide traceability for the offered product back to the manufacturer or authorized distributor. All parts shall be new approved parts.

Quotations offering alternate, substitute, or equal products will not be considered and will be deemed technically unacceptable. Submission of a knowing false statement relating to offerors compliance with requirements may subject the offeror to liability under the false claims act and/or criminal liability.
