Payment is based on fixed unit prices for time and materials, with task orders issued under the IDIQ contract. all pricing is in accordance with the fixed unit prices found in schedule a hourly rates, as proposed by the contractor.

The city will award based on best value, considering all factors and criteria. the city intends to award each grouping to the offeror that demonstrates the best value to the city

Proposals may be rejected for non-responsiveness, including failure to provide required information or incomplete anti-collusion affidavit. failure of the offeror to provide in its offer any information requested in the rfp may result in rejection of the offer for nonresponsiveness.
