Offerors must be certified as SDVOSBs by the U. S. Small Business Administration (SBA) and listed in the SBA certification database at the time of proposal submission and at time of award. Key personnel qualifications include project manager and onsite superintendent with a minimum of 5 years of construction supervision experience and one completed project similar in size and scope.
