This RFI seeks information from potential suppliers for the disposal and destruction of expired perishable commodities at FEMA overseas distribution centers. The contract will be an indefinite delivery/indefinite quantity (IDIQ) with a one-year base period and four-year option periods. Suppliers must be able to service seven overseas distribution centers and four warehouses in Puerto Rico, one in Guam, and two in Oahu, Hawaii. Responses are due by 3:00 PM EST on June 30, 2025. The response must include a cover page with company information, a contractor capability statement, and responses to the RFI questions. The RFI includes questions about services offered, handling and processing, costs, environmental impact, and other considerations.

Zip files and folders are rejected. Offerors must submit a price for the base year and all four one-year options for all line items. Offered prices must include a 0. 5 cost recovery fee. Offerors must list an 11-digit NDC number for each offered drug. A letter of commitment from the manufacturer is required if the offeror is not the manufacturer. The contract will be effective on the date the contracting officer signs the **** and notifies the offeror. The implementation period begins on the contract effective date and ends at the start of the ordering period. The ordering period begins at the expiration of the implementation period. The contract will be in effect for the duration of the implementation period plus one year ordering period with four one-year pre-priced option ordering periods. The contractor shall provide the products specified in the schedule at the prices awarded herein for the facilities/agencies listed. Product information pertaining to all items offered must be submitted for registration with the FDA. A contract awarded under this solicitation will be the government's primary source of supply. Backorders may be addressed with a proposed solution to satisfy the government's needs. Offerors must state the exact name and strength of the drug being supplied as it will appear on the label. Offerors shall also provide a unique 11-digit NDC number for all items offered. The successful offeror's label with its unique NDC shall be the only label on the product. All pharmaceutical products provided under this contract shall include bar code labeling. Title II of the Drug Quality and Security Act (DQSA), known as the DSCSA, applies to all drug products. Offerors shall provide a separate and distinct 11-digit NDC number unique to the offeror. If a drug recall is initiated, the contractor shall immediately forward the recall notification. If a covered drug is proposed, the awarded prices shall meet the requirements of 38 U. S. C. 8126. The contractor shall report all contract sales under this contract and submit collected cost recovery fees quarterly. The contractor shall use only FDA-inspected manufacturing facilities.
