Same-day delivery requires orders placed between 10 a. m. and 11 p. m. to be delivered by 6:00 a. m. the following business day. Orders placed after 11:00 p. m. and before 6:00 a. m. must be delivered by 10:00 a. m. or to the USPS Capitol Post Office the same day. Orders placed between 6:00 a. m. and 10:00 a. m. must be printed and delivered by 2:00 p. m. or to the USPS Capitol Post Office the same day. Output transmitted to the contractor after 10:00 a. m. on Friday and before 11:00 p. m. Sunday must be delivered by 6:00 a. m. on Monday.

The contract will be awarded to the responsible bidder whose quote is most advantageous to the state, price and other factors considered.

Bidders must be responsible and submit a quote conforming to the bid solicitation. They must also meet business registration requirements and complete various forms, including ownership disclosure, investment activities in Iran, and security questionnaires.

Failure to submit required forms, including the ownership disclosure form, disclosure of investment activities in Iran, and the security questionnaire, may result in the quote being deemed nonresponsive. Not bidding on all price lines in groups 1-5 will also result in disqualification.

The goods must be delivered in accordance with the price schedule. The initial period of performance begins on October 25, 2026, and expires on October 24, 2027. If all option periods are exercised, the final expiration date is October 24, 2029.

Payment may be made by check or electronic funds transfer (EFT). Contractor payment requests should be made through a charge to the FDIC purchase card with the third party if applicable. Invoices must be submitted upon completion of service or delivery of goods.

All goods and services shall be subject to inspection and test by the FDIC oversight manager, to the extent practicable, at all times and places during the term of the award. All inspections by the FDIC shall be made in such a manner as not to unduly delay the work.

The decision of the contracting officer is final and conclusive unless the contractor submits a written request for appeal of the decision to the division of administration, acquisition services branch ASB, deputy director, within 60 days from receipt of the contracting officer decision.

A Bachelor's degree and at least two years of experience are required. Other certifications are recommended. The applicant must be bondable to be certified as a notary public. Bachelors degree and at least two yearsexperience is required.

The bid notice states that if any required forms are returned incomplete, active vendor status will not be granted, and subsequent payments may be delayed. Please remember that documents requesting notary verification must be notarized to be considered complete.
