The U. S. International Development Finance Corporation (DFC) is seeking a multiple-award, indefinite delivery, indefinite quantity (IDIQ) suite of contracts for international legal support services (ILSS). The ILSS vehicle will consist of four service categories: Finance, Investments Funds, Direct Equity, and Political Risk Insurance. The total ceiling dollar amount for the lifespan of the vehicle is $200,000,000. The ordering period is five years from the date of award. The solicitation and evaluation process will consist of two phases. Phase 1 involves the submission of administrative and past performance information. Phase 2 will involve the submission of technical and price proposals. The deadline for questions is December 15, 2025, at 2:00 PM EST. The government intends to make multiple contract awards under this solicitation. A manageable number of awards will be made to ensure adequate competition at the task order level and to allow for the small business reserves. The government reserves the right to award this contracts based on proposals as received, without discussions. Awards will be made to the offerors whose proposals are evaluated, by an integrated assessment of price/cost and nonprice evaluation factors, to provide the best value to the government using procedures consistent with FAR 15. Best value will be determined by selecting the highest technically rated offerors with fair and reasonable prices.
