The US Navy intends to solicit bids for the repair of 13 airframe structural components. Boeing and Hartwell Corporation are pre-approved sources. All responsible sources may submit a capability statement, proposal, or quotation. The procurement will be conducted electronically via NECO. Proposals received within 45 days (or 30 days if under an existing BOA) of publication will be considered. The anticipated award date is June 2025.

This Request for Proposal (RFP) is for the repair of **** airframe structural components. The repair must be performed by suppliers who provide FAA certified parts with a FAA authorized release certificate (FAA form ****). Quotes must include either a firm fixed price or time and material pricing, and must be received by the closing date listed on page 1 of the solicitation. The successful offeror will be the one with the lowest price technically acceptable quote. The repair must be performed in accordance with MIL STD 130 and Hartwell Corporation drawing number **** **** 1, revision latest. The government will not provide any fixtures, jigs, dies, patterns, mylars, special tooling, test equipment, or any other manufacturing aid required for the manufacture and/or testing of the subject item(s). The contractor is responsible for supplying all parts and materials necessary to perform the required repairs, unless specifically identified as government-furnished material. The contractor must establish, implement, document, and maintain a quality system that ensures conformance to all applicable requirements of ISO **** and SAE AS9100. The contractor must maintain a calibration system that meets the requirements of ANSI/NCSL ****, ISO ****, or an equivalent calibration program acceptable to the government. The contractor shall provide a proper enclosed warehouse environment for both material items awaiting repair and assets which have been repaired and are awaiting shipment to ensure the items are not damaged while being stored.
