The bid submission due date is Tuesday, May 26, 2026, at 10:00 AM prevailing time.

The bid notice states that every effort will be made to pay vendors and contractors within thirty (30) to sixty (60) days, provided the Board of Education receives the appropriate documentation. Payment will be rendered upon completion of services or delivery of the full order of goods/materials/supplies. Pursuant to the New Jersey Prompt Payment Law, the required payment date shall be ninety (90) calendar days from the date specified in the contract or from the receipt of a properly executed invoice or receipt of goods or services, whichever is later. Interest shall not be paid unless goods and/or services have been rendered. All payments are subject to approval by the Board of Education at a public meeting.

The bid notice states that all RFP responses are to be evaluated on the basis of whose response is the most advantageous to the district, price and other factors considered, and whose response will provide the highest quality of service at fair and competitive prices. The Board of Education will use a one hundred (100) point system in evaluating all proposals, with categories for Technical Criteria (30 points), Management Criteria (30 points), and Cost Criteria (40 points).

The School Board Attorney shall have a law degree from an accredited law school, hold a license to practice law in the state of New Jersey, show evidence of experience and competence as a practicing attorney with a public school district, with a working knowledge of school law, including statutes, regulations and case law in areas such as administrative, civil rights, collective bargaining, contracts, criminal, employee relations, real estate, and other legal areas of school law. They must also demonstrate the ability to communicate effectively in English, exhibit interpersonal skills, meet management criteria, use appropriate electronic media, display the highest ethical and professional behavior, protect confidentiality, and observe all requirements of the School Ethics Act.

The bid notice mentions that a penalty of **** may be deducted from the amount payable to the contractor for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract. Additionally, the contract may be canceled or terminated by the contracting public agency, and all money due or to become due hereunder may be forfeited, for any violation of this section of the contract occurring after notice to the contractor from the contracting public agency of any prior violation of this section of the contract.

The bid notice states that any and all interpretations and any supplemental instructions will be distributed in the form of a written addendum to the specifications. The addenda will be provided in accordance with N. J. S. A. 18A:18A21c to the respondents by certified mail or certified fax no later than seven (7) days (Saturdays, Sundays, and holidays excepted) prior to the date for acceptance of proposals.

The request for proposals will be available until the submission deadline of April 30, 2026, at 4:00 p. m. , as stated in the notice.

To be considered for selection, the attorney or law firm should possess knowledge and proficiency with general laws chapter 32 and 840 code of massachusetts regulations, and with laws generally pertaining to public agencies and public employment. Attorneys should have experience with appeals filed with the contributory retirement appeal board and in all massachusetts courts.

The bid submission deadline is 11:00 AM CT on Wednesday, May 6, 2026.

Jefferson County will pay original invoices that clearly itemize the goods and/or services provided, including quantity, part number, description, price, applicable discount, labor charges, and delivery, installation, and setup costs. Invoices must indicate Jefferson County as applicable, the delivery address, and the applicable purchase order number.

Bidders may obtain access to the drawings and project manuals by contacting the office of the Labiche Architectural Group, Inc. Jefferson County requires all bidders to submit a contractor's qualification statement, as to previous experience in performing comparable work, and as to financial and technical organization and resources available for accomplishing this project.

Liquidated damages for delays are the greater of two hundred and fifty dollars (****) per day of delay, or the actual measurable damages to Jefferson County including penalties, or other fees which may be charged to Jefferson County for failure to meet the time requirements.

There will be a mandatory pre-bid meeting and walkthrough on Tuesday, April 14, 2026, at 2:00 PM CT, at the Jefferson County Commissioners Courtroom 4th Floor, Historic Courthouse **** Pearl Street, Beaumont, TX ****.

All protests should be coordinated through the purchasing office prior to award recommendation to Commissioners Court.

The bid submissions must be received by 11:00 AM CT on Wednesday, April 22, 2026.

Invoices must indicate Jefferson County, the delivery address, and the applicable purchase order number. Invoices shall be submitted to the Jefferson County Auditing Department, Attention: Accounts Payable, **** Pearl Street, 7th Floor, Beaumont, TX ****.

A copy of the manufacturer's specifications, equipment description including year, make, model, and full warranty terms must be included with the bid submission.

Vendors doing business with Jefferson County are required to be registered with the System for Award Management (SAM) with an active status. The bid notice states attorneys interested in being retained to provide legal services in these areas, or any other area of practice which an attorney wishes to suggest might be needed, should submit a letter of interest together with a statement of qualifications which includes the following information: 1. the name, business address, telephone and fax numbers, and email address of the attorney. 2. the name of the law firm with which the attorney is affiliated, if any, the number of years the attorney has been with the firm, whether the attorney is a partner, shareholder or employee of the firm, and what, if any, special practice units are part of the firm. 3. a summary of the attorneys educational and employment background. 4. the jurisdictions state and courts in which the attorney is licensed and authorized to practice. 5. a brief description of other staff and facilities available to the attorney, including secretarial and paralegal support, and other attorneys. 6. the range of hourly rates charged by the attorney, and a summary of the types and amounts of costs charged by the firm. 7. the areas of practice in which the attorney is interested in being retained with a brief summary of the attorneys experience and types of casesmatters the attorney has handled.
