This Request for Proposal (RFP) is for Construction Management (CM) services for the improvement of the UK Healthcare Pavilion H Maternal Fetal Medicine Clinic. The project involves the renovation of an existing 10,000 sq ft space. The CM will provide full-service construction management, including design phase review, estimating, bid and award, construction, and post-construction services. The contract will initially be an agency CM relationship, converting to an at-risk contract. The CM will be allowed to compete for self-perform trade packages. Key dates include RFP release on April 28, 2026, a pre-proposal conference on May 7, 2026, deadline for written questions on May 14, 2026, and proposal due date on May 28, 2026. The total project scope is estimated at $4,000,****, with a construction budget of approximately $675,****. The university encourages participation from Kentucky-located businesses. Proposals will be evaluated based on technical qualifications, services defined, firm qualifications, scheduling ability, constructability, and financial proposal. Specific requirements for submittals, shop drawings, operation and maintenance manuals, and as-built drawings are detailed. The CM must adhere to strict infection control measures due to the hospital environment, including negative air pressure and dust containment. Liquidated damages are specified for delays in substantial and final completion.

Payment terms are detailed in the General Conditions, Article 30, and refer to the Special Conditions for CM at Risk.
The construction manager warrants that all materials and equipment furnished shall be new and in accordance with contract documents, and all work shall be of good quality, free from faults and defects for a period of one year from the date of substantial completion, unless special conditions or additional warranty periods are required.
The award will be based on a total score considering Phase 1 (Technical Proposals), Phase 2 (Finalist Presentations), and Phase 3 (Financial Proposal), with the highest total score representing the best value to the university.
Offerors must provide evidence of their ability to meet qualifications including firm history, number of employees, ownership, total annual volume of work, resources, organizational chart, and any contract terminations for default in the last five years.
Liquidated damages are stipulated for failure to achieve substantial completion (**** per day) and final completion (**** per day).
A pre-proposal conference will be held on May 7, 2026, at 10:00 a. m. via Zoom. Attendance is optional.
Sample submissions are required for various materials and finishes, with specific instructions on quantity, format, and review process detailed in Article 8. 6 of the Special Conditions.
