The evaluation and award will be a combination of factors including firms relevant project experience with municipal/community office projects, individual team members experience, fee structure, unique aspects of the firm, team lead acting as relationship manager, evidence of capabilities to self-perform, project schedule, exceptions to the AE services contract, client references, and other criteria as determined by the owners selection team. he evaluation and award of this proposal shall be a combination of factors including, but not limited to those listed below not in any particular order, and the correlation of the proposal submitted to the needs of the county and any other factors considered to be in the best interest of the county

Firms must have been in business for at least 10 consecutive years, be licensed in Michigan, be familiar with and have experience in the public sector (at least 5 public sector clients in the last 10 years), and have completed new construction projects of at least $20,000,000 for at least 5 public or private sector clients within the last 10 years.

A mandatory pre-proposal meeting is scheduled for July 14, 2026, at 10:00 AM at the Robert A. Verkuilen Building. his is a mandatory preproposal meeting. the purpose of this meeting is to review the job location and rfp documents. no other site visit will be scheduled.

Questions regarding the RFP specifications are due by July 21, 2026, at 12:00 PM local time. questions regarding the request for proposal specifications may be directed in writing only, by email.

Attempting to contact a county department other than purchasing regarding the RFP may be grounds for disqualification. Failure to comply strictly with submission instructions, including disclosure of information to third parties without approval, may also result in disqualification. any attempt to contact a county department, other than purchasing, regarding this current request for proposal may be grounds for disqualification as a supplier.

The testing laboratory shall be certified/accredited to ISO **** by an organization certified/accredited to ISO 17011. The scope of certification/accreditation for the laboratory shall have all test methods required of this statement of work, as applicable.

Portsmouth Naval Shipyard and the contracted laboratory shall discuss sampling requirements so that Portsmouth Naval Shipyard can provide adequate material to perform all testing herein. After award, the testing laboratory and Portsmouth Naval Shipyard shall discuss what and how many different types of samples the testing laboratory will need.
